But new resident Theo Galavan, hiding behind a benevolent exterior, is secretly planning to unleash chaos on the city, in the form of his ruthless sister Tabitha and numberous Arkham Asylum escapees, including Barbara Kean, the murderous ex-girlfriend of Detective Jim Gordon.
