Both the Congress and the Executive Branch oversee the Central Intelligence Agency's activities. In the Executive Branch, the National Security Council - which includes the President, the Vice President, the Secretary of State, and the Secretary of Defense - provides guidance and direction for national foreign intelligence and counterintelligence activities. In Congress, the Senate Select Committee on Intelligence and the House Permanent Select Committee on Intelligence, as well as other committees, closely monitor the CIA's reporting and programs. The CIA is not a police-making organization, nor does it have any law enforcement function. It collects and analyzes information on foreign entities, and advises policymakers on matters of foreign intelligence. The CIA conducts covert actions only at the direction of the President.
The FBI's activities are also closely and regularly scrutinized by a variety of entities. Since the FBI falls under the U.S. Department of Justice, it is responsible to the Attorney General, and it reports its findings to United States Attorneys across the country. Congress, through the Committees on the Judiciary of the Senate and the House of Representatives, review the FBI's budget appropriations programs, and selected investigations.
